Request For Proposal - School Property - Extended
The Housing Authority of Hot Springs (HAHS or Housing Authority) is seeking proposals from qualified developers or individuals to participate in developing an offsite property. The HAHS has acquired an abandoned school site property located at 109 Oklahoma (formerly East Side School). HAHS is interested in options to convert the property to a viable alternative including complete demolition and reconstruction on the site or direct sell. This site was gifted to HAHS from the Hot Springs School District and as such does not require a Section 18 Disposition application. However, HAHS has the ability to request the use of up to 70 project-based vouchers (PBV's) as part of the transition which would require HUD approval.
HAHS reserves the right to select one respondent or make multiple awards based upon its needs and priorities, but the strong preference is to utilize one person/developer.
We are seeking an individual or developer who can provide financial resources to assist with the development of this project. The selected individual/developer partner will assist HAHS through this process and advise HAHS staff on financing strategies, rules and regulations, and the application process.
Respondents must include corresponding resumes, and evidence of successful experience in financing, developing, rehabilitating, constructing, owning and/or operating similar properties. Respondents must demonstrate they have experience with HUD mixed-finance or project-based voucher transactions if this is a component of their approach.
Following the submission of proposals on July 17, August 14, 2023, HAHS will make a decision based on the requirements and evaluation criteria contained within this RFP. The tentative contract award and official launch of the program is estimated to be mid August September 2023, pending Housing Authority Board approval.

The Housing Authority will acknowledge proposals received on or before July 17 August 14, 2023 at 4:30 P.M. (CST). Proposals received after this date and time will not be accepted.
The Housing Authority of the City of Hot Springs reserves the right to reject any or all proposals, to advertise for new proposals to accomplish this solicitation by any means determined to be in the best interest of the HAHS. HAHS staff and board member(s) will evaluate proposals to determine the best proposal to satisfy the needs of HAHS.
